New Delhi: In a move to further bolster its artillery firepower amid a rapidly evolving geostrategic environment, the Indian Army has placed a ₹293 crore procurement order with Pune-based defence manufacturer Nibe Limited for rocket launcher equipment, accessories, and ammunition.
The acquisition, being carried out under the Army’s emergency procurement framework, covers launcher systems, ground equipment, accessories, enhanced system projectiles, and ammunition for the Precise and Universal Launching System (PULS) multiple rocket launcher (MRL).
The PULS is a versatile platform designed to integrate multiple rocket types, including long-range variants capable of striking targets at distances of up to 150 km and 300 km.
As per the agreement, Nibe Limited is required to deliver the systems in phased tranches over a 12-month period.
This procurement forms part of the Indian Army’s long-term plans to significantly enhance its deep-strike and rapid-response capabilities.
In a letter to the Bombay Stock Exchange (BSE) and the National Stock Exchange (NSE) on Thursday, Nibe stated: “The company has entered into a supply contract with the Indian Army, Ministry of Defence, Government of India, for the manufacturing and supply of ground equipment, accessories, enhanced system projectiles (ESP), and ammunition for a universal rocket launcher system capable of integrating multiple rocket types, including rockets with ranges of 150 km and 300 km, for a total consideration of ₹292.69 crore, inclusive of all taxes and duties.”
Quick Emergency Procurement
Introduced after the May 2020 Galwan valley violent clash with the China’s PLA in eastern Ladakh, the emergency procurement empowers the Vice Chiefs of the Services in cases of urgent or operationally immediate military necessity linked to preparedness for contingencies such as war or war-like situations, natural calamities and similar emergencies.
The primary objective of delegating these powers is to fast-track the procurement or repair of equipment, items, materials, and stores, as well as the provisioning of urgently required services for the successful conduct of operations.
The Competent Financial Authority (CFA) for Emergency Procurement (Capital) up to Rs 300 crore rests with the Vice Chiefs of Staff of the three services -- the Army, Navy and Air Force.
Deep Strike Rocket Force
The procurement from Nibe Limited is part of the long-term plan of the Indian Army to strengthening its rocket forces. India Sentinels on June 23, 2025 published about Indian Army to complete Pinaka regiments expansion by 2026 in artillery modernization push.
In artillery terms, a "unit" is also called a "regiment." Each regiment has three batteries, and each battery includes six Pinaka launchers.
Nibe Limited inked pact with Israeli defense company Elbit Systems for manufacturing of PULS in 2025
In July 2025, Nibe Limited signed a technology collaboration agreement with Elbit Systems for advanced universal rocket launcher production, a highly advanced defence system that can engage targets with precision over a range of up to 300 km.
“The Universal Rocket Launcher is set to revolutionise modern warfare with its remarkable capabilities and performance, positioning NIBE Limited as a key player in the global defence sector,” the company had said in a release.
About Israeli PULS
The PULS system can be mounted on either 6×6 or 8×8 vehicle chassis and is capable of firing both guided and unguided rockets of varying calibres.
It is an all-weather, multi-calibre platform designed for rapid “shoot-and-scoot” operations.
The system features a remotely controlled, powered launcher mounted at the rear of the vehicle.
During firing, hydraulically operated stabilisers are deployed on both sides and at the rear to ensure a stable firing platform.
PULS follows a modular design and can accommodate pods carrying 122 mm, 160 mm, or 306 mm rockets, with the number of launchers per pod varying based on the rocket type.
