Rajya Sabha MP Ashok Mittal push leads to launch of nationwide mobile disaster alert system

New Delhi: The government has officially deployed a nationwide mobile-based disaster communication system, led jointly by the Department of Communications and the National Disaster Management Authority (NDMA).

The system marks a pivotal upgrade to India's emergency preparedness infrastructure and was activated following a proposal by Rajya Sabha MP Dr. Ashok Kumar Mittal at a Consultative Committee Meeting with Union Home Minister Amit Shah.

At its core, the system leverages the SACHET (System for Alerting, Communicating, and Handling Emergency Techniques) platform, enhanced with Cell Broadcast technology, enabling instant, location-specific warnings to be pushed simultaneously to all mobile devices within an affected area.

The alerts cover a wide range of hazards including floods, tsunamis, earthquakes, and chemical disasters.

Agencies integrated into the alert framework, include India Meteorological Department for weather data & storm warnings, Central Water Commission for river and flood monitoring, Indian National Centre for Ocean Information Services for tsunami & ocean alerts and NDMA for national disaster coordination and response.

Unlike conventional SMS-based alerts, Cell Broadcast technology bypasses network congestion, a critical advantage during mass emergencies when cellular networks are most likely to be overloaded.

Alerts are transmitted to every compatible device within the targeted geographic zone without requiring internet connectivity or a registered phone number.

A key differentiator of the upgraded system is its multilingual delivery mechanism, which transmits disaster warnings in regional languages to ensure maximum comprehension and faster response times among local communities, particularly in vulnerable coastal zones and landslide-prone regions.

“By upgrading the SACHET platform with Cell Broadcast technology, we can now send urgent, life-saving information directly to citizens instantly,” Dr. Ashok Kumar Mittal, Rajya Sabha MP.

Dr. Mittal's push for the system was grounded in sobering findings from a 2024 NDMA report, which revealed that fewer than 10% of India's districts had effectively adopted disaster management plans.

Gram Panchayats and Urban Local Bodies -- the last mile of governance -- remained largely disconnected from the national disaster framework, leaving millions without timely warning systems.

The upgraded SACHET platform also functions as a unified civilian information portal, aggregating real-time data streams from multiple government agencies to provide citizens with a single, authoritative source of disaster-related information.

Officials and disaster-management experts say the system represents a significant step toward building a more coordinated and resilient national emergency response ecosystem.
